WE M.E. Kinney was appointed to be acting Fifth Master at the Central School on 23rd November 1878. He had previously served as a Sergeant of Police and as Inspector of Nuisances.
M. May was appointed to be acting third Master from the 12th January 1879 (December 1878 appointment). He was then put two steps above Mr. Kinney. This was done apparently because M. May was a professionally trained teacher, whilst Mr. Kinney described himself as having been "a monitor for a period of six months in the school which I attended as a boy in my native village, but I know very little of the art of teaching."
J. Hutchison was appointed on 8th September 1880 as an Assistant Master by the Secretary of State. He was a professionally trained teacher, but was only assigned the post of Sixth Master and appointed to act as Fifth Master. M. May and M.E. Kinney held only acting appointments as third and fourth Masters. He does not however appear to have raised any objections either at the time or since to the place assigned to him.
